Same stars, different scores. Why?
Score = (v / (v + m)) × R + (m / (v + m)) × C. Ottawa-area average: C = 4.4526315789473685; m = 200. R is the recorded Google rating; v is the recorded review count. Confidence is v / (v + m), the rating’s weight in the score.

Questions
How far ahead is Lotus of Siam?
About 0.10 points over second place and 0.18 over third. That's a wide margin for this kind of ranking, built on a 4.9 rating across 754 reviews, against an Ottawa-area average of 4.45.
Is Chili Thai Takeout worth considering?
It ranks third at 4.62, with a 4.7 rating over 455 reviews. That's well above the 4.45 Ottawa-area average for Thai, so it's a solid pick if it's near you, even if it trails the top two.
Why isn't Thai Express on the list?
Thai Express is a chain with 10 or more locations in Canada, so all its Ottawa and Gatineau branches were left out. Alcohol-led venues are also excluded.
